    Bring a large pot of salted water to a boil. Cook elbow macaroni until just shy of al dente, about 1 minute under the package time. Drain and set aside.

    In a medium saucepan over medium heat, melt butter. Whisk in flour and cook for 1-2 minutes until lightly bubbling but not browned.

    Slowly whisk in whole milk, making sure to eliminate lumps. Continue to cook, whisking constantly, until the sauce thickens, about 5-7 minutes.

    Lower the heat. Add Beecher’s Flagship and Jack cheeses, stirring until smooth and melted. Stir in salt, chili powder, chipotle (if using), mustard, and garlic powder. Add black pepper. Taste and adjust seasoning.

    Preheat oven to 350°F (175°C) and grease a 9x13" baking dish.

    Combine cooked pasta and cheese sauce. Pour mixture into prepared baking dish and level. Sprinkle parmesan over the top.

    Bake uncovered for 20-25 minutes until bubbly and golden on top. Let rest for 5-10 minutes before serving.
