    Toast dried chiles briefly in a hot, dry skillet until fragrant, then soak in hot water until soft.

    Blend softened chiles with tomatoes, onion, garlic, herbs, spices, and 1 cup beef broth until smooth.

    Season and sear beef in batches in a heavy pot until browned all over.
