- 1Heat olive oil in a large Dutch oven over medium-high heat. Sear beef cubes in batches, 2-3 minutes per side, then transfer to a plate.
- 2Lower the heat to medium. Add onion and cook for 2-3 minutes, stirring often, until translucent. Stir in garlic and tomato paste, cooking for 1 minute until fragrant.
- 3Return beef to the pot. Add beef broth, water, potatoes, carrots, celery, salt, pepper, thyme, rosemary, and bay leaves. Stir well, scraping up the browned bits.
- 4Bring to a boil, then reduce to low heat. Cover and simmer for 1 hour, stirring occasionally, until the beef is tender and veggies are cooked.
- 5In a small bowl, mix flour with 1/4 cup cold water until smooth. Stir into the stew to thicken (optional). Add frozen peas, cover, and simmer 5 more minutes.
- 6Remove bay leaves. Taste and adjust seasoning. Garnish with chopped parsley before serving hot.
