    Heat olive oil in a large Dutch oven over medium-high heat. Sear beef cubes in batches, 2-3 minutes per side, then transfer to a plate.

    Lower the heat to medium. Add onion and cook for 2-3 minutes, stirring often, until translucent. Stir in garlic and tomato paste, cooking for 1 minute until fragrant.

    Return beef to the pot. Add beef broth, water, potatoes, carrots, celery, salt, pepper, thyme, rosemary, and bay leaves. Stir well, scraping up the browned bits.

    Bring to a boil, then reduce to low heat. Cover and simmer for 1 hour, stirring occasionally, until the beef is tender and veggies are cooked.

    In a small bowl, mix flour with 1/4 cup cold water until smooth. Stir into the stew to thicken (optional). Add frozen peas, cover, and simmer 5 more minutes.
