- 1Preheat oven to 350°F (175°C) and lightly grease a 9x13-inch baking dish.
- 2In a large skillet over medium heat, cook ground beef, breaking it up, until fully browned (6-8 min). Drain excess fat.
- 3Add taco seasoning and water to beef. Stir well and simmer 2-3 minutes until thickened. Remove from heat.
- 4In a bowl, mix biscuit baking mix and milk until just combined. Press evenly into bottom of prepared baking dish.
- 5Spoon beef mixture evenly over biscuit crust.
- 6Top with drained diced tomatoes with green chiles, then scatter onion, bell pepper, and jalapeños (or green chiles) over the beef.
- 7In another bowl, stir together sour cream, mayonnaise, 1 cup shredded cheddar, salt, and pepper. Spread gently over vegetable layer.
- 8Sprinkle remaining 1 cup cheddar cheese on top.
- 9Bake uncovered for 30-35 minutes, until cheese is melted and edges are golden brown.
- 10Let rest 10 minutes. Garnish with green onions before serving.
