    In a large skillet over medium heat, cook ground beef, breaking it up, until fully browned (6-8 min). Drain excess fat.

    Add taco seasoning and water to beef. Stir well and simmer 2-3 minutes until thickened. Remove from heat.

    In a bowl, mix biscuit baking mix and milk until just combined. Press evenly into bottom of prepared baking dish.

    Spoon beef mixture evenly over biscuit crust.

    Top with drained diced tomatoes with green chiles, then scatter onion, bell pepper, and jalapeños (or green chiles) over the beef.

    In another bowl, stir together sour cream, mayonnaise, 1 cup shredded cheddar, salt, and pepper. Spread gently over vegetable layer.
