- 1Heat olive oil in a large skillet or Dutch oven over medium heat. Sauté onion until soft, about 3 minutes. Add garlic and cook 1 minute.
- 2Add ground beef. Cook, breaking up with a spoon, until browned, about 5 minutes. Drain excess fat.
- 3Add chopped cabbage, smoked paprika, oregano, salt, pepper, and tomato paste. Stir well. Cook, stirring occasionally, until cabbage starts to wilt, about 3 minutes.
- 4Pour in crushed tomatoes, tomato sauce, sugar, and water or beef broth. Stir to combine. Cover and simmer over low heat for 20 minutes, stirring occasionally, until cabbage is tender.
- 5Stir in cooked rice and fresh parsley. Simmer uncovered for 2-3 minutes until rice is warmed through.
- 6Taste and adjust seasoning. Serve hot topped with additional chopped parsley if desired.
