    Heat a skillet over medium-high. Add ground beef, garlic powder, onion powder, salt, and pepper. Cook, breaking up meat, until browned (6-8 min). Drain fat.

    In a small bowl, whisk together mayonnaise, ketchup, pickle relish, yellow mustard, vinegar, paprika, and garlic powder until smooth.

    Chop romaine, halve tomatoes, slice pickles and red onion, and prepare shredded carrots if using.

    In a large serving bowl, layer lettuce, cooked beef, tomatoes, cheddar, pickles, onion, and carrots.
