    In a large bowl, combine warm water, sugar, and instant yeast. Let stand for 2-3 minutes.

    Add flour, kosher salt, and 2 tablespoons olive oil. Mix until a shaggy dough forms.

    Knead the dough on a floured surface for 5 minutes until smooth and elastic.

    Place dough in an oiled bowl, cover, and let rise in a warm area until doubled, about 1 hour.

    While rising, mix garlic with 2 tablespoons olive oil and grate Parmesan.
